The C90 neon lamp rarely fails. If your C90 cell is not getting dirty and it never sparks, then your light may be indicating correctly. See the trouble shooting procedure in the owners manual.
In normal operation we measured the voltage at 125 vdc under the load of a working neon light. The neon lamp will operate with AC or DC, thus it can be tested by connecting to 120 vac.
